PM Pranam Yojana is a Scheme launched by Union Ministry of Chemicals and Fertilizers. The Cabinet has additionally sanctioned a financial package of INR 3,68,000 crores for the continued implementation of the Urea Subsidy Scheme. During the Budget 2023, Union Finance Minister Nirmala Sitharaman unveiled the introduction of the “PM Pranam Yojana” as a strategic initiative to stimulate the adoption of alternative fertilizers and ensure the judicious and balanced utilization of chemical fertilizers.

What Is PM Pranam Yojana
The acronym “PRANAM” represents the Programme for Restoration, Awareness, Nourishment, and Amelioration of Mother Earth. This initiative aims to provide incentives to States and Union Territories, encouraging them to actively promote alternative fertilizers and adopt a balanced approach towards the utilization of chemical fertilizers. The overarching objective of this scheme is to curtail the reliance on chemical fertilizers and foster sustainable agricultural practices within the respective states.
According to sources cited by The Indian Express, the scheme will be financed through the “savings of existing fertilizer subsidy” derived from schemes administered by the Department of Fertilizers. As such, the initiative will not possess a distinct budget but will instead rely on the reallocated funds from within the existing fertilization subsidy framework.
As reported by The Indian Express, under the scheme, a grant equivalent to 50% of the subsidy savings will be provided to the state that achieves the savings. Furthermore, out of the total grant allocated to the state through the scheme, 70% can be utilized for the development of assets associated with the technological adoption of alternative fertilizers, as well as the establishment of alternative fertilizer production units at the village, block, and district levels.
The remaining 30% of the grant can be allocated towards incentivizing farmers, panchayats, farmer-producer organizations, and self-help groups that actively contribute to reducing fertilizer usage and actively participate in awareness generation initiatives.
In February, Nirmala Sitharaman presented the annual Budget for the fiscal year 2023-24, which incorporated various schemes targeting farmers and promoting environmentally friendly agricultural practices. As part of these initiatives, Sitharaman announced the facilitation of 1 crore farmers in transitioning to natural farming over the next three years. To support this endeavor, the establishment of 10,000 Bio-Input Resource Centres was proposed, forming a decentralized network for the production of micro-fertilizers and pesticides at a national level.
During her address, Sitharaman announced the launch of the “PM Programme for Restoration, Awareness, Nourishment, and Amelioration of Mother Earth” (PM Pranam). This initiative aims to provide incentives to States and Union Territories to promote the adoption of alternative fertilizers and encourage a balanced approach to the utilization of chemical fertilizers.
