Pradhanmantri Viksit Bharat Rojgar Yojana (PMVBRY) is a flagship scheme launched by the Central Government to boost youth employment and support job creation across the country. The government has allocated a financial outlay of nearly ₹1 lakh crore under this scheme, aiming to benefit around 3.5 crore youth.

The scheme provides direct incentives to both employees and employers. Newly employed youth can receive up to ₹15,000 in two instalments, while employers can get up to ₹3,000 per month per new employee for creating sustainable job opportunities.

Benefits of PM Viksit Bharat Rojgar Yojana (PMVBRY)

The scheme is designed with two major components—Part A (Support to First-Time Employees) and Part B (Incentives for Employers).

Part A – Support to First-Time Employees

This component targets first-time employees registered with EPFO.

  • Eligible employees with salaries up to ₹1 lakh will receive incentives.
  • One month’s EPF wage (up to ₹15,000) will be provided in two instalments:
    • First instalment after 6 months of continuous service.
    • Second instalment after 12 months of service and successful completion of a financial literacy programme.
  • To encourage savings, a portion of the incentive will be deposited in a savings instrument or account for a fixed period, which can be withdrawn later.

Around 1.92 crore first-time employees are expected to benefit under this part of the scheme.

Part B – Incentives for Employers

This component encourages employers to generate additional employment across all sectors, with special emphasis on the manufacturing sector.

  • Employers will receive incentives for hiring new employees with salaries up to ₹1 lakh.
  • The government will provide ₹3,000 per month per new employee for two years, provided the employment is sustained for at least six months.
  • For the manufacturing sector, the incentive period will be extended to the 3rd and 4th year as well.

This part is expected to encourage creation of around 2.60 crore new jobs.

Incentive Payment Mechanism

  • Payments to first-time employees under Part A will be made through Direct Benefit Transfer (DBT) using the Aadhaar-based Payment System (ABPS).
  • Payments to employers under Part B will be directly transferred into their PAN-linked bank accounts.

Through the PMVBRY, the government aims to:

  • Generate large-scale employment across sectors, especially manufacturing.
  • Provide financial support to youth entering the workforce for the first time.
  • Promote formalization of the workforce by expanding social security coverage to crores of young men and women.
